Resolution 6150 (Resolution In Support of Centering Black Student Excellence in Portland Public Schools) made it the task of the Superintendent to resource and develop a roadmap for the design of a Center for Black Student Excellence (CBSE). Regular updates regarding the conceptual design and implementation of the center were requested. The phrasing "regular updates" leaves a lot of room for interpretation, and wiggle room for the Superintendent in terms of their obligations.

Resolution 6581 continued the progress on the CBSE by establishing an agreement of collaboration between the nonprofit Albina Vision Trust and the Portland Public School District.

Resolution 6708 appointed CBSE Members to a 13-person Board. 4 members were appointed and the Superintendent was to select 2 PPS community members for the last two by June 30, 2023.

Resolution 6726 appointed the two community members to the CBSE board.

The appointments in these two Resolutions fulfilled the obligations of the Board to select members for the Board.
