Board-Related Committees
PPS Board-Related Committees are created by the PPS school board but are distinct from Board Committees and Parent and Family Advisory Committees in two distinct ways: board-related committees do not have the authority to make decisions on behalf of the district and are made up of community or "citizen" members only, meaning board members cannot be on board-related committees. All board-related committees are open to the public and are required to be live-streamed under the provisions of ORS 192.670. The following are the current board-related committees, their mission, when they meet, and how meetings are run.
Bond Accountability Committee (BAC)
Committee Charge
The Bond Accountability Committee[1] was created in 2012 "to assist in monitoring the planning and progress of the bond programs...relative to voter-approved work scope, schedule and budget objectives." The committee must review and provide updates to the board on the following items:
- Whether the school district bond revenues are expended only for the purposes for which the bonds were approved;
- Whether the projects planned, in progress, and completed will meet the scope of work specified in the voter-approved bonds and will be delivered on time;
In addition, BAC may provide advice/recommendations to the board on the following topics:
- Alignment with the goals of the Long Range Facilities Plan[2] and the Business Equity Plan[3];
- District practices for achieving lower maintenance and construction costs while improving operating efficiency;
- Historic preservation and school renovation opportunities that are compatible with the architecture of the surrounding Portland neighborhoods;
- Potential capital partnerships for shared use of PPS facilities;
- Implementation of appropriate ways to address seismic issues;
- Topics for the annual performance audit work plan; and
- Compliance with ADA
Committee Membership
The BAC is made up of approximately 7-10 members, reflective of the "diversity of Portland". The Board of Education is responsible for electing board members and the Chair. According to BAC charter, "Members are appointed to staggered 2-, 3- and 4-year terms and may reapply for consideration to serve additional terms. Effective July 1, 2019, a Committee member shall not hold the title of chairperson for more than 3 years. A Committee member may serve for a total of no more than eight years." Those who wish to serve on the board are required to display experience in the following fields[4]:
- Building design, architecture, engineering;
- Construction and/or construction financing;
- Workforce equity and/or career learning equity;
- Public contracting, budgeting, and/or auditing;
- Business equity, Minority-owned, Women-Owned, or Emerging Small Business (MWESB) opportunities in public works; or
- One or more of the specific bond project scopes of work
Committee Meetings
The committee is required to meet "no less than quarterly" or as requested by the Board. Public Comment
In order to sign up for public comment for the BAC, you must email schoolmodernization@pps.net with your full name, topic, date requested meeting, school community, and contact phone number by 2 p.m. of the scheduled meeting date. Only comments about an agenda item will be heard. Public comments occur at the beginning of meetings and will be taken in order of how they were received in 2-minute increments. Written comments will also be accepted. [7]
Climate Crisis Response Committee (CCRC)
Committee Charges
The Climate Crisis Response Committee[8] was created in 2022 "to monitor effective implementation, provide transparency, and to track and report progress or challenges of the Portland Public Schools’s Climate Crisis Response[9] and Climate Justice and Sustainable Practices Policy[10]." The committee's duties include:
- To receive regular reports and data from District staff on the current status and planned implementation of the Policy goals and directives; and
- To share written findings with the Board on at least an annual basis
Committee Membership
The CCRC is made up of no more than nine members and "is made up of a majority of members who identify as people of color and two members who are current PPS students." According to the CCRC charter, "will initially be appointed to staggered terms of one and two years, with all subsequent terms being two years. Each member may serve up to four years total on the Committee. Student members will be appointed to a one-year term." Those who wish to serve on the board are required to have experience in [11]:
- Climate Justice;
- Climate change and adaptation techniques applicable to a school district;
- Climate literacy for K-12 education;
- Proven strategies to reduce Greenhouse Gas Emissions throughout District operations, etc;
- Environmental Sustainability/Green schoolyards;
- Application of renewable energy to architecture, and engineering; and/or
- Public contracting

Community Budget Review Committee (CBRC)
Committee Charge
The Community Budget Review Committee[15] was created in 2019 "to review, evaluate, and make recommendations to the Board regarding the Superintendent’s Proposed Budget and other budgetary issues." The duties of the committee include:
- Reviewing the Superintendent’s Proposed Budget and providing feedback to the Board;
- Monitoring and advising the Board on the allocation and expenditure of Local Option Levy funds; and
- If a special project is chosen, the Board will direct the CBRC to discuss the charge in more detail
Committee Membership
The CBRC is made up of approximately 8-12 members, each serving a three-year term. In addition, the Board appoints student members to one-year terms. Experience taken into consideration for appointments includes:
- Relevant experience, volunteerism, school association, geographic representation from within the boundaries of PPS;
- Commitment to Racial Equity and Social Justice; and
- Availability to attend meetings, ability to deliver on the charter of the CBRC, and provide advice to the Board regarding investment of district resources to support the district’s vision
Committee Meetings
The CBRC typically meets once a month during budget development season, November to June, and any additional times as needed. Public Comment

Parent Advisory Committee: Distribution of Donations for Staffing (PAC DDS)
Committee Charges
The Parent Advisory Committee: Distribution of Donations for Staffing[19] was created in 2024 to provide a recommendation to the Board for the distribution of donations for staff positions to fulfill the intention of the Amendment passed in May of 2024 to the Districtwide Advocacy and Fundraising Policy. The following is the adopted amendment:
Effective July 1, 2024, donations for staff positions may be collected only by the designated districtwide foundation in a single, combined fund account. Donations shall be accepted from Local School Foundations, Independent School Foundations, nonprofits, corporations/businesses, and individuals. A formula for the distribution of any funding to individual schools shall be developed in advance of the school year by a Parent Advisory Committee, shared with school administrators for feedback, and a recommendation made to the Board of Education for its approval.
Committee Membership
The PAC DDS is made up of no more than eleven members: nine parents/caregivers plus two students, with at least one representative from Cleveland, Franklin, Grant, Jefferson, Lincoln, McDaniel, Roosevelt, and Wells Cluster, and one Multiple Pathways to Graduation. According to the PAC DDS charter, "Members will initially be appointed to staggered terms of one and two years, with all subsequent terms being two years. Each member may serve up to four years total on the Committee. Student members will be appointed to a one-year term." The board must:
- Reflect District demographics, including racial/ethnic and socio-economic diversity, and experiences with special education; and
- Representatives will include a mix of parents/guardians of students from elementary, middle, and high schools.

Racial Equity and Social Justice Community Advisory Committee (RESJ CAC)
Committee Charges
The Racial Equity and Social Justice Community Advisory Committee[23] was created in 2022 "to advise the board, and superintendent about the racial equity and education impacts of policy decisions...towards the PPS Racial Educational Equity Policy[24] and the PPS RESJ Plan and Framework[25], PPS reImagined[26], and the PPS Strategic Plan[27]." The duties of committee include [28]:
- Advising the school board and Superintendent about the educational equity impacts of policy decisions;
- Inform and advise the school district board when a situation arises in a school of the district that negatively impacts underrepresented students; and
- Monitor district progress in RESJ through the review of district reporting in RESJ, Hate Speech Protocols, RESJ Lens protocols
Committee Membership
The RESJ CAC is made up of approximately 15 members with up to 5 current PPS students, 5 family and community representatives, and up to 5 PPS staff. Experience that is taken into consideration during appointments includes [29]:
- Racial Equity and Social Justice work;
- Personal and professional growth, and integrating these interests to fulfill PPS mission;
- Good communicators and have the ability to influence and lead; and
- Strong community connection, accountability to community
