Advocacy Organizations outside of the District
Oregon PTA
The Oregon Parent-Teacher Association, or Oregon PTA[1], is part of the National Parent-Teacher Organization[2], one of the oldest parent advocacy nonprofits in the country. The National PTA and the Oregon PTA have a long history of connections to teachers' unions and local school districts, and often put on events to help raise money for the school and their advocacy efforts. In PPS, there are a number of local chapters that each represent a corresponding school. In order to join your local PTA, you must pay annual dues, ranging from approximately $10 to $25, depending on your chapter. The following PPS schools have an incorporated PTA: [3]

In order to pay PTA dues, you must find your PTA on the Oregon PTA membership page[76].
PTOS vs PTAs
PTAs are distinct from Parent Teacher Organizations, which are not affiliated with a state or national entity. They both offer more freedom for individual decision-making, but lack the resources of a PTA. The following schools have a PTO:
The Fund for PPS
The Fund for PPS is a non-profit 501(c)(3) incorporated in 2019 for the purpose of fundraising on behalf of the entire district. In 2024, the Board passed Policy 7.10.020-P [80], which eliminated the need for individual school communities to raise money individually for their respective schools. Instead, the Fund for PPS collects funds from "Local School Foundations, Independent School Foundations, nonprofits, corporations/businesses, and individuals" which includes PTAs and PTOs. According to the policy, The Fund must follow the following guidelines [81]:
- Provide ways for all members from the benefiting school or program who wish to participate in a fundraising event or activity to have an avenue to participate.
- Shall not communicate, share, or maintain expected per-family or per-student fundraising targets.
- Include and inform the broader school community about fundraising decision-making processes, especially including families for whom the educational equity programs are meant to benefit.
- Adhere to District policies, administrative directives, and other requirements.

PPS Parent Fund
According to the Fund for PPS, after the first $10,000 raised by Local School Foundations, 1/3 of all money raised is collected into the PPS Parent Fund, which is distributed by the Fund "to high-need schools using demographic data; a formula that will be examined each year to ensure the funds are reaching the highest need schools." [83]
All Hands Raised
All Hands Raised, formerly known as the Portland Public Schools Foundation, is a data-based foundation that focuses on equity in education in Multnomah County. They partnered with Connected by 25 in 2007 in order to "ensure that every young person is connected to education, work, and community by the age of 25." Their first initiative was "Ninth Grade Counts" which "provided support for engagement and education to at-risk students during their transition to high school." Their current projects include:
- Partnership with the Coalition for Communities of Color in supporting the implementation of Multnomah County’s Successful Families Initiative
- Creating a Strategic Framework for June 2025-December 2026 Implementation
- Ninth Grade Counts Qualitative Research Study
- Alder Elementary Attendance Team Support
You can find a strategic breakdown of their initiatives from their Strategic Roadmap[84]. In addition, All Hands Raised tracks and analyzes education data in Multnomah County in the following categories [85]:
Families for Equitable Schools
Families for Equitable Schools is a grassroots organization that advocates fr more equitable Oregon Schools, focusing on underfunding throughout the state. According to their website, this organization was founded "to show there is statewide support for prioritizing K-12 education funding, and doing whatever it takes to fix this broken system." They help organize advocacy events throughout the state, lobbying the state legislature to the standard set out in the Oregon Quality Education Model[90]. They often list advocacy events[91] for community members, and you can sign up to volunteer[92] with them as well. [93]
Community & Parents for Public Schools- Portland Chapter
The Community & Parents for Public Schools- Portland Chapter [94] is a local chapter of the non-profit Parents for Public Schools[95], which focuses "to ensure a high-quality education for all children in Portland Public Schools." According to their website[96], "since February 2025, Community and Parents for Public Schools has led a Salem lobby day of over 50 parents and community members, co-convened two town halls on school funding, and helped form the Strong Oregon Schools Coalition[97]." You can contact them at cpps@cppsportland.org or join their Facebook group[98].
Foundations for a Better Oregon
The Foundations for a Better Oregon is a coalition of Oregon philanthropic foundations that came together to form an advocacy organization. These foundations are James F. and Marion L. Miller Foundation[99], the Meyer Memorial Trust[100], the Oregon Community Foundation[101], the Ford Family Foundation[102], and the Collins Foundation[103]. Founded in 2004, their primary project was "the Chalkboard Project— a statewide effort to improve public schools and education outcomes." The Chalkboard Project is responsible for the following policy adoptions [104]:
- TeachOregon[105]
- The CLASS Project[106]
- Technical Assistance for the School District Collaboration Fund[107]
- The Education Advancement Council[108]
Currently, the FBO works in Advocacy and Research regarding Public Education in Oregon [109]. Their work is focused on lobbying[110] the Oregon State Legislature and additional research projects[111].
