Event 1: PPS Board Work Session-Middle Schools, May 10, 2017
00h 00m 00s
some problems you don't charge to dinner
time I did afternoon everyone and
welcome to a work session here and
tonight we're going to report two
distinct but related efforts targeted at
our district middle grade education
ferny we're going to give a more
detailed update on a new school of
animation plan that is aimed at opening
in grade six eight mill schools of area
television roles by heights by the fall
of 2018 second and this is an important
difference we will describe two newly
developed multiple frameworks which will
become our guide as we sequel to achieve
contemporary build schools and their
education across four public schools
you have the full document in your
packet and as you can see it's
comprehensive
both of these efforts are critical for
you to believe education and core Public
Schools additional background set the
stage in 2015-16 Carol Smith asked
district administration to do two things
one really vision our middle schools to
improve what we offer and how we educate
students in the low grade and second
reorganize and open to sixth eighth
middle schools what Mary is telling the
other and at another location which we
have subtle auditors like hiatus the
root purpose behind use directives was
to provide equitable access to strong
middle school groups good grade
education throughout the system at the
time Carol or mr. Sabinas have asked for
the two middle schools to open in the
fall of 2017 we saw a one-year delay
give us time to
very cool model and because we had
capacity issues with regards in various
projects that we were engaged in across
history on April 19th we presented you
with the middle school framework and
overview of it actually
and we met unanimously three point
forward with rotating the to build
schools one of the reasons we asked was
LA was to prevent the kind of rushed
effort that means L feel led the
problems with the conversion of object
rain from occasion to a68 middle school
I'm pleased reporting that in this case
we are far ahead of that circle and have
an orderly deliberate plan for Tubman
Rose way high but it is rural community
education a detailed timeline and
regular checkpoints for the board before
we get started there just a few other
points of light emphasize the middle
school framework can be considered as a
template a template or a guide for the
way we want our real great education to
progress the former public schools not
all the elements of the framework will
be put in place when they open the tutor
middle schools
however we are trying to operationalize
the framework as much as possible and
move our schools toward that that
framework for the history of the two
middle schools protective tell them have
been turbulent characterized by years of
instability we hold of this plan to
bring stability to the students and
families these of these schools will
serve and the fill fulfill promises that
we make
latently we understand that this is not
an easy task but I'm confident in the
abilities of this district to see to
prove that we all work together on this
we can make great strides and again we
are at compared to what happened with
aqua green ahead of schedule but what we
have learned along the way is that we
still have a lot of planning to do and
timeline is not you know it's still
going to require us to need appropriate
in scenario so without in terms over
uterus okay and have you taught these
thought people about what we've done the
call out a few things differently in all
important we got a compendium
kind of lesson catalyst material that
have a lot of detail everything that was
ended to the Lord is on the back table
that represents most of the work but it
doesn't represent all of it so there's
other pieces that we have that maybe
call it at some point but certainly
questions or yields will provide that
information
additionally there's been a revision to
manually
email copy I've seen Cavalia highlighted
in yellow every business on and then in
this vacuum in which is the memo board
amendment
I'm going to offer up a correction so in
the summary component which lists all
the materials that I sent you the black
bullet says the 414 resolution it should
send for them or proceed in when we
rotate 419 when you die so that is a
technical piece so your Tyrael that are
on the back table and what you would
receive an email but how the bacteria
the PowerPoint you didn't receive the
00h 05m 00s
PowerPoint that's back on the back table
the medical planning document and it is
represented in six different components
or six different companion you have a
cover sheet or guide on how to use the
framework there the timeline of key
events between now and start school for
the two middle schools there is a
preliminary budget breakdown in
preliminaries way is we put together
abstinence
both on facilities and soft costs I in
communities names of all the staff
components ring the school are these
assault and compulsory needs gold online
we based it off Ackley estimates they we
adjusted over time and once we confirm
what the feet of schools are I expected
of course having you have manual a which
is a merger reconfiguration and
fundamentally what it does is it's a
step-by-step walkthrough how to merge
two or more buildings yet the manual
leave which is a communications plan you
have an executive view of workflow
representative in a Gantt chart you also
have a list of meetings have you
convenience two dates with number type
of the leaders that were in attendance
in any of the original on resolution
that you have activated I want to call
out as we go through this we're gonna
talk to World War II hope to go but
there's an underlying goal that you're
hoping to achieve and additionally
you're going to call that out rate them
with the rigor of Bach they realized we
didn't have a lot of systems we didn't
have a lot of precedence we can have a
lot of protocols in place that you
community to do it effectively what we
have done is we have attempted through
memorialized processes in the areas most
specifically magnetized in your name
that should transcend individual like
the person in my seat so whoever comes
the next should be able to pick this up
and go step by step by step ideas like a
implement bees there works in progress
we've again we're hoping again to
memorialize in some sort of process so
we get higher a robot very lazy
you know there's some interpretation
that means that although I don't know
proton can't do that maybe a unicycle or
rather you're very very smart below but
it gets really funny so you're going to
have a set of documents that again when
we do this in a teacher because we will
be doing it and with other schools you
can have Catholic and and I was missing
with a with a quick all right so it
cannot wait to jump right into the
question before so one only does I would
like to discuss this today today and the
discussion everybody can forget
injectors okay second question
do we how do we tell what he peddles
gold runs not well I would you know that
the Apostle I would encourage questions
with you because a lot of those expect
any question for example no online this
is I'm asking that the general
expression ability to but not as
particularly to come in my senses
and what's not in control that's a good
question third question little bit
middle school we have to get very
feminist I think that's part of the
question is they don't sex is whole
family partnerships I don't see anything
that structures how what exactly is
there are some is good I like it but I
don't see what's there so that's what
they doing dishes on lighter yeah but
I'm there or man as you fair warning
your hand wanna embarrass where water
coming through I would like to deal with
it as we go through I think I'm
answering this question but there is a
power point over there in the PowerPoint
I call out what those two schools will
have the start so there's a sliding
either to give you the front so the
outline of the presentation there are
two charges coming from the board
opening two middle schools and I'm going
to add to that but also really open
three middle schools so to factor an
athlete and bring up the student and the
other charge is
really middle grades mom also what we're
hoping to do is identify with middle
grade components and experiences will
occur minimally and Harriet Tubman who
mostly heights starting in 2018 19 and
to add if the piece is missing and I'm
circling the money take a deeper dive is
00h 10m 00s
the new middle grades framework of six
separate companions to review the
communication plan to include process
for community input and then questions
discussion and just to give kind of like
a little background or chemical caveat
here what we do now these two men
schools under the back as we move
forward will be more than spoken online
they'll be noticed that we may come
adjusting so there will be pieces in
here that will look and feel different
and what is currently happening in caves
and I just want to call that so the two
charges it was in order to meet
equitable program people so open to
middle schools that mineraloid Heights
and then and vigilance embryo TBI
tomorrow grades a little grade model for
students grades 4 through 10 now this
stems from inequity and programs between
med students and caves there was kind of
a broader selection menu of classes and
offerings at the comprehensive middle
than a cave could be cut off a dual
economy of scale that's one of those
pieces and bringing these two schools
online in addition to going back and
tightening up what we did with Asli is
an attempt our first attempt to kind of
level the playing field from that
connected surface already coming in rows
way and Russell Heights this is the work
that has been done
we have done assessments of Harriet
Tubman and Leslie - that means as a
facilities assessment we walk through
them with assess is it capable of
housing middle school and it for as much
as we can estimate based on the
framework and some ideas we have what
would need to happen in the future I
wish to call out as well that we not
only do those two we walk through other
schools that were capable of how in the
middle school and we did full
assessments on that that's those
artifacts we have included that we have
comprehensive notes and kind of
conclusions from there we walked through
a saving cane for the Elliott Irving
subject tumbled the statistical you know
when we assess the liabilities we want
to make sure that we have all the bases
covered and also at the building site
provided the mill gate metal breaks
programs that they have we wanted to
know what facility needs that you need
so it's coming to a full process or a
purpose your budget Act documents I have
included you to the preliminary four
lady just specifically the Tubman and
mostly I you have two comments on that
budget document one column says what we
would need to do immediately and of
course associated to bring the schools
online a second column are near and
Munir future things that we would need
to do i limited a37 the third column is
what we would need to do for long term
viability if we do not do what's in that
third column then those schools in long
term would not be viable for many
schools and again I can produce that
importantly that we have done an
analysis and prioritization of resources
26 of the parties so just to give you an
idea there's 26 departments 26 different
timelines
resource pools that you need to align to
get the work to actually happen the
workforce right now has been discussed
in this optimization as crude is crucial
so when the existing workflow doesn't it
inside out that we don't want pain that
one of our new school is not coming
online because we have misaligned
timelines and and resource schedules we
have created it we have creation of
timelines on in a Gantt chart what you
have it is executive you if I would pull
it up on on the sheet you would open up
each of those tabs and is living things
and the needs that would need to get
done and then from there you would have
artifacts or forms that would need to be
filled out it's very comprehensive if I
laid it out here would have been about
28 or 31 years see what it does is it
immortalized and provides benchmarks and
allows us to note parallel go experience
and it helps keep everything on track
each item on the chart again has deeper
detail and and all the associated come
higher effects that would need to be
explored the budget preliminary and I
can't stress that aluminum based of
primarily in the estimates that we put
together on a CLE so we double them one
for one school and double it for there
it's doing the double date to cover both
schools the facilities as you need that
budget is called out on time it is a
separate budget document this is we've
done this to credit baseline and as we
get more refined course I how many
teachers are we going to moving to match
this program the moving costs would
adjust accordingly and then once the
actual ft is established
00h 15m 00s
cause modifies accordingly as well then
finally and I spoke to it in the
beginning developed protocols for
implementation to memorialize it so that
it is not personally things that you
have had a lot of turnover we wanted to
put a system in place so that when we do
this in the future they'll have a
starting point and not meaning that it's
perfect but at least it will be
comprehensive something they can work
from and pretty straightforward work
that lies ahead to fund we have to hire
I'm finding principles and these
planning principles are intended to be
the best principal for the schools as
well he'll be for governor Missouri
Heights also we need higher principle
canonically we need to engage the
community as we talk about the document
in summary document really takes on
those have a much deeper has more depth
and more complexity once we get it need
specific section and we start teasing
out what those sections look like and
that's where the Canadian people please
engage and this would only be a start
also we would need the board to approve
the treaty pattern is to engage the
community we need to know who the
community is so public comprise will be
comprised of several different feeder
communities likewise it was rose way
heights we need to identify or screaming
on identify prakruti more with others we
need to start to each site and so before
snapping at the pet what that staff
looks like on what body would even know
etc we need to do a school community
building is clearly crucial because we
can expect four or five separate
entities to come together and just make
it work that needs to be some limit we
need to create detailed budgets to
include green means of the future school
that I said earlier once a few schools
come online there's going to be budget
costs associated with that and we need
to initiate facilities were to bring
schools online and that primarily start
in the summer 2008 there's a lot of
prerequisite steps that happen as are we
in this summer and when we're coming up
again you know to begin to work for next
year so that I work at the prerequisite
steps needs to be set in our started
right now but just me believe
tightened and made actuals and very and
we need to adapt in a genuine and not in
a rush way engage the communities now
the offerings at Pelton wheels bionics
these are the pieces that we can ensure
answer that work or patients without
significant cost to the district so it's
nothing it would just simply simply but
it would take a realignment of existing
resources so basically how we do
business we would just kind of look at
it differently so some of the offerings
language arts social studies math and
science which shouldn't surprise you
these will all be your own class
and where you see the asterisks include
high school level course way you would
have world language also would have
native language once we had done what
once we confirm with the peer schools
other than that would define with that
native language literacy or what that
new native language class would be we
would have PE and if you note in the
documents that we made a recommendation
or consideration to line it up to tell
you I forget that House bill tabasco
that basically outlines what what level
previously on her health education arts
education the visual and/or performing
counseling services an advisory and
distilled by the criteria doesn't
necessarily mean a daily class it could
mean once a week it's left to be defined
by that school CTE program options and
that would be like makerspace and
ideally to have a makerspace experience
within that school library technology
research and then exploratory two
options for each student per year now
ESL as a business culture yourself you
want yourself
so you've authored like not to replace
course and you know that it happens over
school and ESL students attention to at
least one exploratory class special
education what we have proposed is
putting continuing in placing skills and
continue means you have at least
restrictive class to a more restrictive
class and it's all offered within school
and this little background many of the
fears have these programs who
moving these feeders into this school to
00h 20m 00s
provide a continual International
Baccalaureate or IB this will be
specific to cotton some of the proposed
feeders or feeders that have been made
public in the past as an idea as a
recommendation had this program we are
suggesting that that we continue to me
my P program in the managers program
dual language dual language again once
you identify what the feeders are and
you know what the dual language program
is why in this hand I believe is only
one program and we mainly articulate up
other programs excuse me with fears that
potentially could see that program and
that would feed us but again it's
contingent on identifying them to what
programs what languages we would create
and then this is the this is a new piece
and we're proposing to provide
interventions and math and literacy for
students they need up to two or four
tier 3 interventions so that means that
kids that are not operating the
benchmark remote math and while reading
we really suggest providing those
interventions we are not defining what
those interventions are those could be
individual staff members teaching in
classes at the various levels or I can
use other materials it left undecided in
deeper collaboration with that community
so we're going to
oh it just remains penny two languages
that we feed octopus middle school
eventually would have to feed up to high
school so it's not just as middle school
it's an articulation or articulation
plan that goes up to that high school
degree now the other church envisioning
exemplary lives rates probably what I
just previously did is talk about the
charge of bringing those two little
schools online from the beginning some
these charges have we've tended to
conflate them together but they have
been two separate charges but not
exclusive of one another they lean into
each other heavily so back in 2015 when
certain 10% came to us we secularity
schools or online but I also want you to
rethink where the most school program
looks like and not necessarily like
teaching like whether to teach social
studies or not that's really not the
question but how how we are doing things
and what sort of things might you find
you so what we did is we compiled the
research and went probably about it as
far back as 30 years and took everything
that was out there we and is pretty
extensive and we lean heavily into the
local expertise at PSU we go through a
crosswalk that analyzed its inventory
what we were doing here at PBS
questioned and validated that alignment
and ultimately ultimately synthesized it
into a collection practices ideas
references
according to six categories that
surfaced generally in all the peaks of
pieces of research that we came across
what these documents represented I think
is the third or fourth iteration or the
color
the smithing of it we expensively shot
this framework and its underpinnings and
we have a reference document feed input
sessions and it was the purpose was to
refine that dock and prepare for a
deeper closer to the practitioner look
and also to build and stay in like a
stage to community engagement this is
considered stage one it was not intended
to be exhaustive but foundational and
what I have it set up video we have real
plans thanks to its incoming committees
and would be by each of these types of
areas and these committees would use on
each area review brainstorm and
recommended in frame out what that looks
like
the next slide speak a little bit more
to it and then I'll speak through a
specific example
so the key steps timing what's great
beauty next steps on their great problem
we need to create the implementation
plan being critical variable areas in
training so what that means is each area
so what you look at NGSS or if you think
it's social studies or if you look at
mindfulness I mean these are all pieces
on there again doesn't mean you get them
all but we come together on them we get
cross clicking across district across
community representative representation
on these committees and they look at
what we put down as kind of each section
opens with a kind of a foundational
paragraph and then some considerations
that are bulleted they use that as the
foundation and starting point for the
discussion and then they frame it out to
attack this is what we wanted to look
like a concrete example I can give in a
elaborated on a little bit for last
meeting in select social studies so some
of the pieces some of the research and
one of them came from the city club said
that we need to have civic engagement as
a component
it doesn't exist in our in our social
safety program a technique serious
00h 25m 00s
extent waiting for their assessment also
that practices says kids and social
studies need to be active they need to
practice like they're elected so that
group would convene around that they
would see that civic engagement because
a component they were defined maybe what
that looks is an eighth grade caps going
within a six hour eighth grade
experience or is it something that isn't
used collectively they would define them
in that committee so these committees
convene they define the exemplary
practices take taking note of the
considerations so the next step so that
is to solicit employee community
membership for each task again its
intended a broad teacher representation
administration and parent community and
community partners bring some and crack
the program components again what this
is what this is isn't is a curriculum
adoption and that's different this would
be taking existing adoption and calling
out these pieces and then create
evaluation rubrics against those program
elements so that once we know that this
is what optimal social studies look like
this is what optimal and PSS looks like
you can go into the little saying all
right according to the continuum this is
where you're at and that's where you
start to build your implementation plan
so when this work begins in this
capacity there's an opportunity for the
board at least canoes convenient
and they come up with recommendations
and suggestions some of them have costs
associated with it like for example the
slope with the council we recommend that
guess company should continue but also
there's a recommendation and research
says that you should have staff
counselors as eventually recognized
Milan in particular at middle school
very waiting on time so if you were to
do that that would be an additional cost
so once that candidate comes together
they frame it out and if you piece of
that cost will be put before the board
and then you might have several options
before you which you could prioritize
and say you know we can't do them all
but we can do these things to start so
that would be a piece in the future
where the board would get very direct
input to be able to prioritize things to
add or things not creating engagement
plan analyst creative management to our
aarondavid they come on board and
they've kind of added dimension where
we've not had it before so the goal is
to ensure say course actions to provide
meaningful input and feel the sense of
ownership of this and who might be
teachers administrators school district
staff and students and effective schools
and community organizations others to
know those communities need to get
identified first and then how series of
town hall listening sessions with
miniscule implementation ingredients
will be led by external facilitators
will pie that out and although is that
actually by all stakeholders should give
some some level of ownership and we
don't want it to feel bogged down we've
already had some some conversation we
take some community members it's fine
and by no means that they get any
exhaust but it's now time to reach out
to these
people and we would do extensive
outreach to these communities
specifically community color into
representativeness totally marginalized
and find the best ways to connect with
them pages continue so what we want to
do is we want to open up into multiple
venues for that for that community
engagement of the community and
community employment someone who's one
piece will be online comments we resume
our site that includes a place for
comments follow results from the
listening sessions analyze reported out
to stake or the river that loud and
clear what happens when they listen did
you do anything with it well we would
expect to have those comments an
alliance to report back on the kind of
publicly awards to the board we also
expect the media to have some interest
community engagement sessions open to
them every effort some needs for by
accurate and balanced information and
we're to work with communication to
ensure that it's an accurate in balance
and then for board updates you can have
regular updates on the sessions and
other pieces like progress for today
that we provided and I think you have
the latitude of sunny I wanted and what
particular items I think when compared
to do order or we can do something
mostly with higher levels of frequency
communication system that community
engagement communication the goal is to
ensure all stakeholders the capital
contribution occupational product never
have denials and pieces and again I
reference 26 different departments
recommend me to constantly be aligned
and calibrated with one another you're
00h 30m 00s
going to operate on how regular progress
and how report that briefly detail the
latest developments progress made what's
coming up how I get involved or anything
else that comes up as a need because we
intend they have a very good emotion
process of gathering information who
will be emailed in easy reformatted to
the people yes board not that you're not
sophisticated enough to collect
complexity teachers and administrators
school district staff Katie absent PSP
as you and other associations
organizations and then central office
admin communication will take the lead
and ensuring the everyone status based
on the organization real education the
main communication please emails
progress reports that allow and kind of
see what the latest developments are any
other line goal is to ensure that people
are caught off guard by the process as
we move forward a lot of schools are out
there a lot of people are involved we
want to ensure that everything stays in
the city and by voting on retention of
meaning gaben developed relations
- sure how about cranberries now that is
the snapshot of it and now I would like
to open up two more questions and
discussion you have a tonne of
information I would expect that there
will be additional pieces that you need
information on other than that this
platform in this venue will provide for
you but I will do my best answer those
questions and get the lancers over to
respective information let me just ask a
question
we have section on important so you know
what we could use
okay if you wanted to list the list of
materials are on the board I know we can
go I need to question on the course
offer kind of a job like plunger they're
both through the offerings I see that
article and book the what part is going
to be in this point about coming and
then is it the same for the other one
yes okay so as you start up then for
large is income and specifically I'm a
kid in German what are kind of a mixture
so the art that you get will use I'm in
the course catalog so there would be to
be a baseline of art that would be that
is already defined within the course
catalog with the exploratory let's say
when we use that community there is a
theme of parts exploration that surfaces
the exploratory could add to that list
or to that that we put a de la Cruz
would mimic for toys I'm going to ask
questions that I think may be hard
because that's we were fair enough small
baby
so put foot in that like who decided for
okay let's go back to the first one the
heart that is dead is what okay and
would you build it to refresh my memory
I notice that we had
what's our and for how many of the kids
how many kids or yes many
so 6-under we have some wheat to the
range for an optimum
covering the middle school between four
and eight hundred we set the optimal
range is between four by 56 idea all
right let's say there's a 675 have some
way to talk but the garden September kid
and you've got some art program now is
that only to the exploring arms our
programming period is there decay to
have a part or every kid takes important
some pretty speak for that cost that one
sure art we definitely fall inside what
I believe we're defining at the
Explorium okay so what art is in the
Explorer so we have set of offerings
00h 35m 00s
that the district currently actually got
music you have visual arts in some cases
you have someone performing arts
other than music so you have that thank
you okay we're not in 39 use the website
activated so French have done in middle
school 600 kids of fans sixth seventh
and eighth grade band so that is to be
decided
so are we going to have an art teacher
one our teacher to argue so they teach
actual non-shiny visual arts so let me
kind of back up what we intend to do
this engage that community to find out
what exactly is very interesting and
having so they got a chord learning to
listen to people who aren't interested
and it can kick in a full I guess this
hang them where are they going to go
forward and have a lot of influence to
stop having music in our schools
ATF if I make you want to really eat
come on come on I want onto them and I
don't have no I had a little different
take on the community I'm not sure how
many people in next unity are
educational experts will take your time
so if we're going to say is up in the
community whether we have banned in the
school that I got a question I don't
think it's up to the community decided
what we had on our soul is under the
community to add things and itself
admitting your favorite things but there
are certain things when I am with the
community size I can have such studies
right so are we going to let the
community decides we're not going to
have a band or we're not going to music
programs or I can have a library but I
like anyone can't acting out so you
might go to the conversations that have
happened through this land go ahead and
use that term project and principal of
judge muscle it has been involved in
this boarding we've got a lot of
elements so directly to the question of
would it be banned or would it be
Orchestra would it be choir would it be
drama would it be visual arts or would
it be right to thank you we have here a
better absolutely that's our right out
of the question
their inner question many ways to those
I'm excited today no wind-up you decide
of course we need to decide that once we
know the community and we know we're
receding right who's what was that high
school at offer right we don't want to
offer arts truck if they are being we
don't want to offer visual artists their
games so where's that Alliance as well
as what are our feeder schools radium as
well as what their communities no I
don't mean all of them away and we have
an analyze that again and is that what
your dominant so we don't know what said
give this going to feed into this school
will feed into 7 or 15% will feed the
grinning tunnel will be the brain so we
don't know what's in Grant now I said
welcome to the school board so which
came and how this one working is like
this some people ask questions and we
want to know and then some people make
funny faces and some people for asking
questions that then you want to know
just so you know I doing here I'm
talking about you John ideologies who
are kind of getting a little tired so
let me go back to the community process
it's not a peripheral there are
parameters to which can inserted naming
some of them what if the programs that
are existing at the features we haven't
identified pursuant we have a confirm
them and then ultimately where these
kids land whether it's grant or another
high school what programs do they have
those are the parameters and the guides
for this discussion we also want to
mention what the interest is so yeah
absolutely chaos and I would visit of
all so I mean this is the handle work as
well other sitting principal right I
mean right so once program gets
established right you're still
constantly analyzing what do we have
what do we have what do we need what do
we need constantly
thinks about that so to say that we
should answer this question right here
at how daleney teske well - it doesn't
make sense to some degree think about in
that I take one of the community
questions and our question is is this a
baby Swiss seal
here's all these things out here - we're
saying hey you could have been you could
add that you can attendance but when it
ends up we don't have all those sizes
and we don't have them all we already
said that but we don't have a lot of
them and we end up for a change
according to them what we end up
offering you even though that if I went
out of infinity and totally admitted and
danced and go on battery as well as on
that's right
do you want our or do you want to
counsel yeah do you want to light
00h 40m 00s
burning and you want all of these
measures I think maybe do the whole lips
and they would come up with the lips I'm
just trying to get us so when we go out
the community we're able to say and
we're able to say we're going to have
these long programs
nurses names are leaving in a half and
then on these and maybe women talk about
do we want an orchestra our band but
it's not do we not want a band or not
want to music program and middle school
if we're going to say that that's a case
then we had a question and go into the
middle schools the way we're going to
many out maybe we need to go to ascend
and 8th grade middle schools that is six
seven seas of excuse the board has to
like to be prescriptive
well yeah but what will arrive daughters
of what I'm simply coming is
when we come together there are going to
be perennis and not going to be a free
throw but the discussion we presented
special needs to be had with that
community as to what their interest it's
not a guarantee that they don't have
more Custer it's not a guarantee they
should have been handed to people at
this meetings I've noticed
I mean to happen we have not done the
analysis and have not confirmed
deceivers and for the entire Catholic
so these deciding what they are is a bit
premature what what is the area to go
literally one half time art class some
visual arts and on use but you know it
also began service latitudes that add
addition like let's say they decide they
wanted some scientists explored that had
a full complement should that balloon of
houses like there's not limitations to
the civil what I'm simply saying is once
we confirm with those fears are and then
we know what variables are going into it
that defines what the subsequent
conversation is and even though what's
being offered on those elementary some
less than we offer that those high
schools to complete this conversation in
your entity in Paraguay yes
who are we convened a council in your
town I go on further the one who are we
completing that conversation with so I
don't know serve the people who are left
and I'm trusting you treat that
conversation so let me tell you every
day when I started work for real action
and we're sorry but it's too early years
we wanted to memorialize this so that
it's not contingent on me so in our
manuals we have one that I'm working on
right now
noumic personnel okay how to do this
piece but also there's another one that
has to do with communication these
pieces and we're hearing it as a clip
you could get pulled out and articulated
so again that's not contingent on both
of us if someone can pick it up and say
alright this is what we need to do with
step by step
all right hard to get it higher than
white on color so done so the people who
say after their plan has no pull no logs
in and keep it there that's all I'm
saying
and I'm just saying without it being
laid out that we're going to have some
music that we're going to have some
simple borrowing and a half to draw more
we're going to have some tendons that
are available and we all those things
can put wine out going to intense next
week for I we can't I appreciate that I
think we Center this conversation again
once the fears are confirmed
all the end the pathways are confirmed
and then I can tell you what pieces are
out there with the analysis from all of
those those moving pieces if you have
fun why not everything that go and the
tears will be decided and how long that
community engagement at the Ford Focus
Features
you know so tell me this also guy Wow as
far as far as the beat of sense
conversation is on or ongoing right now
in that and how we what we share with
what we share with deeper a camp and the
timeline that we work out with them is
really critical actually will discourage
this process I thought we would have a
certain amount more time than it appears
that we will so we're going to be
meeting with you back tomorrow to have a
conversation about how quickly send we
what kind of recommendations can you get
an output this is nipple on what the
connect solution that's a conversation
that I need to have when Bob do you
think it would have like what's or
exactly like a very lacking light where
those are going to be in this school
types of opportunities we have in school
for kids what I've gotten quite an
engaging activities so pretty
exploratory well and onto the sport or
where we can add to any sports about
putting in that into India bare bones
and I'm going to be real I mean there's
a lot of there's about a six things you
00h 45m 00s
want to look at carefully for middle
school retired organic and I as I go
through and check them off I can see
them all except off okay so I can get
all I allowed upon file items a timeline
lines up with existing district
processes so our goal may be to have all
of these and draft
by November first like what the acne and
that of the thriller is going around
according to what we were able to long
public component it was exploratory
from that point forward follows into the
district process of merging schools and
you know working through a site that
would be the rough timeline the
committee to explore the exploratory
would be convened or these give you that
the constellation of folks would be
brought together hopefully starting soon
possibly mean the summer book by the
latest September and they would commune
all the way through to November to give
some ideas out of this now again it's
not static it's not like whatever they
recommend isn't the be-all and end-all
and what will be but it's what we can
roll forward next year so that I mean
that's that's the best timeline I need
you
but the key the catalyst is need to
identify when those fears are - in order
to kind of make those decisions or
subsequent decisions okay yes so
there are a lot of motion
a lot of things that we want for all of
our care
how does particularly this year go how
to share your answer okay please pat pat
pat say I don't want to public spending
so I think I can answer there's a place
side of the coin in person pipes the
list of things we presented we believe
we can do an amazingly release we cost
neutral basically by really evaluating
how we use our existing resources and
very point of them now subsequent
patents
some of it is this comedic practice I if
you have a civic engagement piece there
may not be a cost associated with
however if you had an additional
counselor yes there will be so have
these committees convene and they form
out what each component looks like
there's going to be a cost out
associated with it so that would be part
of the presentation to the board this is
what we say counsel you should look like
it should have this serve a college
experience that you have this number of
counselors is the budget attached to it
likewise if we want on experience for
exploratory math that math takes space
this is what we we need to do in terms
of furniture or classroom layout here's
the associative course so that a part
and parcel of what we would present for
the world has a core curriculum and
everybody was all excited and then so
huge possessions at $49 the budget I
just like you thought that I program I'm
hoping to get more funding but I think
we have to include a disclaimer
everything what we do is not fun and
it's a strategic decision like high
school be designed exactly you're still
working with high school redesign
implementing components it's going to
take multiple years not only to bring
these schools up to whatever in the
exemplary all 360 model is additional
schools too but I think through
communication plans that will evolve
through the process gone from the
budgetary normal budgeting process
you'll have a series of choices to make
every year as a budget which these are
the pieces we want to move forward or we
want to advance allottee within the
middle school program and then so but
it's a little game let me interject
yours like that again 32 two things
going on here
and they and they are basically
connected in a very important way one of
them is what we expect to roll out in
1819 and that is cost neutral
essentially so what we have now the
other exemplary that we would work
against some of the things that are
exemplary was not in cost some of the
things that are exemplary would cost
what we tried to do in this is not to
include those items to take it would
cost additional because we did not want
to obligate award for me
ensure that they put up that said this
this document and the onboarding work
using the template will ask the question
00h 50m 00s
are we are our resources district-wide
being spent appropriately should we
spend more on the new schools and take
from other areas that's an important
question that will ultimately document
in use or over time but again the
implementation plan as opposed to the
template the implementation plan is it's
intended to be cost neutral I think that
I understand that totally I get
concerned when we hit anything like that
to talk about all the great things and
then we hear that two years ago someone
simpleness some of those things they've
never if he's the boss our people and
they think we have everything and
provided a lot of distrust and then let
me tell you anybody had to remind people
over and over and business goal but a
datacenter struggling Carol had because
she wanted us to retain the model but
didn't want to love against and that's
why they can look up completed and at
this kind of competitors their query
that exemplary model that includes that
you know everything that we want a
little halogen with that what we were
here you an exponent of an exemplary
model and the year are kind of what we
were planning your as beginning and then
know where we need Proximus you how we
way that all you know I think we started
here with just a few kind of classes
because I understood that to be a
concern we can come back for you bite
what it looks like and we learn from the
documentary we have a very comprehensive
middle school athletics program I would
not change it would not be an extension
unit so that expectation we carry over
so he can confess that out kind of evil
more 360 view as opposed to just these
two dots yeah
are these two slides here yeah
I think another question I lost them
yeah Jonathan I thought I had I was I'm
going to check one but there are six
things that I think are they seem to be
in a good middle school on his
generosity certificate my sacrifices as
you said they were Tyler that's only
copy metal off the top one except to you
is leaving one that we will have a solid
secular subjects and good solid stable
we all know that's what receptors are
they one of the second column important
that we have engaging activities classic
particularly life sports heart sinking a
library to open that elephant languages
technology other things that
gradable so they want to have the soul
which they have good Celtic origin and
one console offense sorry that seven
system works and it doesn't get in that
play the third thing is that you have
this and a radical consult is not into a
rather forget not it constructs of how
you work they're not asking the teachers
for less than point animals not saying
this is how you teach within certain
parameters each within these parameters
they are more able to preload with I am
community on the stretch of St that's as
we go out and we go and they begin on on
top in print black-and-white is seeing
principal here and widens results on by
the National - no supposed to foreign
countries top of the female in southern
borders part of a is that guy's
personality and that a huge anomalies in
personally and jump that going into the
fourth is they can hit solid teachers
and then you give them room to move what
he talks about how data is and this is
what Chris risers where you talk about
an hour for me is a teachers have around
the moon are not prescriptive an end to
these situations
situations replicate this lady you got a
00h 55m 00s
bar we show to them personally
and it's very very precision I'm very
damaging in the middle grades when
people go at 1:00 and 5:00 this
afternoon
services are solid but if that includes
a community organizations are helping
engines ESL side end tag from all the
tones are solving we've got true what we
have there in this first line that we
have clear expectations and histamine
procedures that we that they've agreed
on it it got straight a lot of the
problem already many of our soldiers
they never got the disciplinary
procedure striking I don't know if you
didn't what happened where are we going
okay when I gave you this trigger for
this kid and not for mood and I I mean
they talk about but in many of our
schools we have site now that includes
my philosophy is whatever blue it should
be clear what the procedures and
expectations are or Evin prison Syfy the
teachable
kids honor and all
like that if you just look at the just
look at the way the cultural weather
with the had already kind of done for 30
years mention up in a newspaper and he
turning in said one of the things that
guy on get out in the hall more and go
you know what under excitations like the
hallway go or even on I mean those
things easily but that the six things I
think that we need at we looking at in
order to make sure that there's some
abilities exam or looking that behavior
yeah so outside of the most cold water
yeah yeah so this is a broad topic I'm
going to try to try to keep it this
thing so we have a lot of different
groups working on similar things that
sometimes come in conflict with one
another because doing the same work kind
of get each other's way so there is a
there has been a sincere effort to
corral synthesize and bring those
efforts in to compliment and they're
like a structured tear tear level of
support every called an NTFS unit called
a RTI so there is a district and he is
that again if you gals so we have all
those resources began that we synthesize
them
doing all the pieces to make it pedaling
centering support we are not talked
about this before as that where you have
a broader broader programs like the EIS
is a good program for sort of distance
good program but it's they're not set up
to outline how your system to want to
set up it be complementary to that and
so when I talk about the accept cases
and this one I receive a clean clear of
month I'm not putting a lot of things
I'm talking about that you have back
there in these things
what role does is why you're just like
it's not that this very procedure and
sell it health and work in that's an
excellent thing I am a couple of things
here and putting me yeah I know he is is
the procedure it is is exactly the brain
working like I've been talking about for
two years and we're actually working
toward that in to establish a solid
multi-tiered support system that looks
at both the actors have consolidated and
his one academic acting areas together
or not a few different system and that
PBIS gives the free market is agreement
for discipline
wait we deprive each school a school
will make their own kind of behavioral
expectations and consequences and
expectations to that culture of that
community but there's a basic framework
of it and there are plans to do some
kind of taking a bigger scan what we
have available now
how it move forward I'm estimating that
we work with Oregon RBI we've done this
or has a district in the state of
Queenie that system district-wide those
01h 00m 00s
systems of districts have done that
experience of literacy and mathematics
really shot up across also group seated
so when we look to having the basic
framework then we put actions in place
so that's what I'm excited I think we
really are talking about how we move
ahead in that and within that then all
of this stuff really falls into place
because those frameworks look at what
you have at the basic program for all
and then what you offer somebody next to
support on whether in behavior or
academics and what you have refused so
the tip that might be special education
services or even hand services is there
a few that might need a more intensive
setting for tags and that kind of a
framework really encompasses all of our
corners at each level so if it were
really kept some serious plans into how
we build and create that system and I
think they all tie everything together
it is a print right it doesn't tell you
what happens when the kids get together
so optimism is all about teacher than it
actually does Phil how the teacher and
f-word what you do yep attending a
Sunday that the very word says about the
f-word you know what is belted in school
there are systems your that happen
exactly what I say decided to this
school and what they what they exploit
for consequences in our how you require
to handle
there's a structure that's not my
expertise my colleagues to covenant em
all to you but if I think I shall are an
expert so what did we what we budgeted
into the district is we have everybody
working hard and doing that they think
it is the right thing many of them
standard to measure against and so as we
talk about this we started justice and
RTI all those pieces I mean the defined
what that standard is and put all those
pieces in place so that we don't have
that wide levels and variance or
improper implementation which we we do
in some areas and I thought I would have
that you know from my vantage point that
the few dollars specifically is more
than one above material side as opposed
to the academic side the full complement
and we've been working to implement the
PBIS among the errors and it can main
into it which is part of the climate
plan the schools are supposed to work on
and develop and hard and enduring
varying states of how that has been
implemented around the district those
schools that focused on that at the very
beginning of the year pushed everything
else aside pretty well out of implement
and there are so much tools that they do
that and as a result there one didn't
I'm struggling with it and Kevin am I
getting that pretty accurate yeah I mean
they've this there's definitely to what
you're saying there's there's I
understand what you're saying
especially in looks like you said the
first cold days started in school year
makes a huge difference whether then as
opposed to working on it in the middle
or question one of the one of the things
that I was that I would say instruction
so I don't think I'm I'm sure
tonio very lost our biggest because they
talked about it because it and we
tracked the stage of the implementation
of PBIS we have that information but I
think that what we didn't do in the
first in the first year is we didn't
make it really clear to principle that
they really had to get that implemented
right up front you know it started for
school that's part of what we've done in
the summer or the my recommendation
would be a car that part of the budget
has been developed along that reduce
staff so these schools have extra time
into communion we're and maybe at the
end of the first year so that they can
develop programs like how they would how
they would develop their specific rules
that are specific schools again to the
backdrop of PBIS and ultimately against
the entire complement of academics as
well but they these new schools will
need a little extra time for the staffs
to develop their climate plans so and we
built that into the lecture but when you
have a kind of executive you of it but I
can break it down my types of activities
extended hours for types of teachers and
center
unless you see anybody else want any
other question or comment really action
simple really plans our fingers a little
Toronto course will leave a positive
impression and one way of their kind of
block they're both implemented all an
according to Yelp professional record
heads with three morning need and if
this them mapped onto great mobile pages
of their exact sign thank you understand
01h 05m 00s
so when we unpack and give substance to
this would there be crosswalk and with a
manifest within the grade level standing
yet you would see that so where did they
react no this is this is a much more
executive you that that happened back to
the expression alley and then
reconstruct rebuttal work bachelor to
actualize in many cases and I would just
add that if you got specific
compensation life is to see us take a
look at the document as hoping it's a
working document and we would prefer it
with what they have those comments this
is what she's got here is part of the
afraid of it pieces what I'm talking
about because we are building that as a
backdrop against which to measure our
progress for vision a better level of
useful that's what she's just
acquaintance yes I mean it worked I'm
building a whole lot of a that was
inclusive of you know huge uh personal
social responses hotel we
find out how high up there we got what's
on your mind
question one comment I would have Chris
is that I think it is a real estate to
set suit demands as preliminary
requirements for offering setting a
beginning plan the district is dozens
for it is when the artist and painting
let me come say oh I'm sorry what is
what so much because of student demand
that's appear oh you mentioned that so
in your list of things that a school
would look at in order to decide whether
or not they're whistling bye-bye
so when I am interest Canadians for
skinny intercept what the district ISM
has been in the past it when the
architects came in live a more my
daughter schools more than a dozen
different comfortable art classes that
they could offer and of course they can
get more than two kids taking anyone of
any of those so that's one extreme
example that you end up just offering
the lowest common denominator but also
recently take time to difference and we
really need to be making
you know if we're going to look at
seriously offering something we think is
going to be of value we need commit to a
number of years to build up interest I
think the word is used too much but I
think what deep is talking about here is
operational goal for what these as it
should be and ideally we need to fund
them for several years not on them not
go with them if we can't make that
commitment and see what kind of interest
we can build I think which what I highly
interpret what you're saying is I'm
walking that fine line with being
prescriptive and hearing community voice
and in Portland if you know that
community voices is amplified lands okay
and so what you know it's it's we do
need to hear yes you don't let it define
so there's got to be some process on
some Nightline I think that's a lovely
way of course a backward yes
I thought I would love to buy budget we
run into placing a void Valley Village
Court orders in here nine weeks explored
ones that locking eyes says export or
two options 30 for each student per year
sometimes it's 40 recently languages
have to make a way of whatever depending
and that's our missing that's not
possible today one one one of the things
I'm esters equity piece which fits in
under the teachers and also puts fits
01h 10m 00s
none of the wraparound we haven't really
had already become doing equity within
our great schools
but I think we need to think more about
that on the line in court how do we
bring an accurate image for instance I
think the website that we have that have
pushed it against important one okay
did that particular website allow this
should be used to allow us to increase
the whole body cavity or sell our
stories the multi-cultural in a moment
culture but also real honor for
languages and so it allows us to get us
some of those pieces if you can't get
out textbook or you can't make
necessarily you can make like we're
doing the ethnic studies in the high
school and X what we're doing
maybe we need that an ending sentence
less in the middle boy I'm elbow but we
certainly need to have a plan for for
teasing with arguing how are we bringing
back way into the middle school and
education how are they and it's not the
same for children residence or
adulterated summerses children look that
should be part of it but it's also what
are we going to make sure that children
see people in our history that are
simple movements and so that's that's
common it talked about do I focus is a
DOI program and unit everyone so
depending on what pieces we confirmed so
if the feeder has a deal line program
yet and we're bringing tourism okay are
there any and Peters that were
suggesting right now
they are some way them to put the sugar
just like ways one is which is any of
the versions that Mandarin and cane but
it won't be there and for about three
more years because it's a growing the
program is only a third grade is there
any other ones on screen not under
consideration for tub men most likely
that defense is rendered or that's a
different question is a one are there
any more in the elementary schools that
we think are going to probably do double
no thank you appreciate and another
thing is I think we need to think riding
daily PE in the schools usually when you
go to a Central America but they
pretended to working the white best
practices okay that's enough practice
I'm sure Andy but they mean gives that
outlet and I mean I've done no schools
for years and years and October you have
fifteen inches more networking features
or were they in NDL gunmen and there was
a loyal will be difference in your math
class or your English class whether or
not you had to eat in so there's a
couple things with that document there's
a recommendation to to compete to in
alignment with the house which says to
increase the number of the P unit which
is the enemy besides I wear a lot about
a beer a new project so it would be a
cost but the other consideration is if
you do decide to
you need to have that space that gyms we
would have a Divini would be yes
yes sir a good point I was saying he's
not a pod and sponsor sadly if you had
all the faith already in there so much
car savvy because decision can just kids
are in beings and whatever else or
anything
so in any sense that would get
consideration all the olgas all these
things there's not really much extra
costs any of our band because the kid
there's no standing there strong because
you have the kids they're here I mean
you got into the class all day long
there's no such class unless you added
those as extra I didn't know the others
actually you saw the kitchen sold and
that is due to cutbacks on the other
people on on the work two-thirds of the
day state budget for 10 years and I work
20 hours a day and so I thought I would
was the last comment that I have
one of the things that I think about
some problems is over doing that data
research base and testing is assessing a
middle school it's one thing to do it it
wasn't a metaphor you have to be careful
01h 15m 00s
with marking because what happens is end
up with boring situation or you have to
be really careful about that - and five
out here and handful of times both
testing interface data t miracle oil how
you do that and we can go back again no
princesses to find it doing that there's
a lot of places for you Trinity you and
it shouldn't be messing with addition
that that feature ago if those big
teachers and undergo an AIDS of children
and portal and then call out more about
more Universal practices around
performative presenter yes so we were
wrestling with it as a district to try
to meet you Kevin I know I'm just I'm
just warning as all four minutes left no
on oneness off of over doing an
interesting research base because that
look there's a lot of gray area there
being doing a lot of data gathering to
do your is your social studies class
making sure the common chords and
sure you have reading across a
curriculum that you're doing this
laziness in that right community
classism the literacy literacy across
the street you'll know all the little
artistic I know but a lot of the
recreated is called this proposed
because they can't research the very
basic don't they can't go out and do it
at cloudy and blog look at al-assad and
a villainous and they're very very very
successful they're not joining cells
about research page community databases
like doing some of them and not this
huge amount they're not doing the amount
of course time and out of all true that
is not their kingdoms children and that
are good for the silver no and they're
engaged many things that are good
reviews the distinguished research base
for this database or that is something
more or directed at S&S is my opinion
and ideas have a sense of humor and I
know you might not you do but we have a
Kennedy it slip back into it all the
time in our education systems today and
it's some of the problem one of the
reasons that we have so many kids entry
and you're going for anybody else I'm
sorry I meant is that sort of the next
step means they're open terms of
anybody's ever said you don't need the
firestore hey there are my carries that
are also kind of generalized
yeah where do you what else you need
money today how it works I know I look
at you know
it's a great amount of work that it's a
great plan the birthday we know our
first after many games work out
it's so I think you know one of the key
decision points is who art who's art
came in handy I expressed that so yeah
that would be a next step also but I
think the next steps are at work upon
yes
listening for the principles getting
them into place finishing up the
documents and particular the manual to
guides so that you have kind of
step-by-step implementation manual so
it's basically I mean so we would just
be having that primary piece idea they
were running perfectly experienced a
little cool yes yes because they think
so Norma I think you person has a bold
question how many periods in a day or
you propose in here six sound okay so if
you look under scheduling the time it
has a concept of flexibility so mentally
of musics it could be period the
schedule a flexible schedule adapts to
the needs of those children so it could
look a little bit different
period length but every chance and
especially if you want children like
yellow to give access to anything other
than me alone you will need to go pick
up side the box or that I'll get well it
might be right now we're so low you have
01h 20m 00s
Marcus no we don't have what the
openings one kids it so we would just
said that scheduling they would kind of
come up with some parameters on how to
do a flexible schedule and what are some
ideas to optimize that exemplary state
so that is yet to be can meet and and
produce that well is that committee but
it's that produce the work could you
take into account the technology in the
cost thing and and again it needs to be
refined technology said was good started
doing of course they want to kind of
like outfit while they why they had a
chance to get in their outfit as well so
it's got some ten-year to it so if we're
working on those numbers if you move
away from the framework piece of just
talk about the importance going about
implementation I think the lesson
learned is for Lockley is how much it
really taste a planet well and I'm not
talking about framework bound is talking
about the implementation plan and
wearing I thought another I mean I'm we
want to get this feels overnight
that's the goal but we're going to have
to hustle to get right and say that I
want to say I really appreciate the
amount of work has gone into this and
I'm not sure where Chris in your
document it talks about the number of
people that have been involved today but
it's a significant number of people and
I would add that one of the things that
Chris pick today as he did present this
to the PAP president's comments on
Monday it was a much positive
conversation of course where they want
where their interest is is we where do
we really get to say what does looks
like could we have expertise and I said
you know in stage 2 often content
specific but not exclusive to it you'll
be engaged and put your expertise will
mattify and they saw that opportunity
but their second concern and I think it
will line up with what are expected
exactly is how you want to make sure
that we have furniture that we have our
books that the rooms are clean that the
electricity works how do you
operationally but we show them the
manuals and I said so you have all these
materials look at them and tell me if
we've missed something and come to it
because and we also talked about what
would be next steps with oddly
specifically is going back and gathering
input from
community the teacher community both
from the parents on their perspective of
where we did not do well in
implementation so it was it was a public
conversation very interested in reading
that input and then how to
operationalize moves specific
we shouldn't memorialize that I mean yet
you know and we have we have a lot of
talent and a lot of people that
denomination it's just getting all in
one place
yep so let me just say something about
budget so obviously you realize it's
going to cost money okay and again I
want to stress that there are still some
unknown costs when we confronted feeders
though the additional cost as we tighten
up and actually our numbers will be at
this point all of the other facility
side and then we on the soft side where
you are a personnel extended hours those
sort of things there's some things we
hadn't thought about a fabulous surface
a document that tended to be looking
like in that way so just be aware that
it's going to be a significant
investment what is not called out
specifically but will prior to leaving
is one of those pieces as we move back
idiotically to bring it up to the space
levels to reengage on some different
items with us closely as well
it's not like a compensatory but it is
it's for the next budget some of it they
have to pursue me the fact that you need
is in this idea to start now and we need
to extend them now the bulk of that cost
we haven't going to check it out what if
you're looking again try to consider the
titans probably gets approached you know
that wasn't challenged this has the last
presentation is he didn't want to bring
to Apple worthy the olden are what had
been done and so as a result what we got
was a little thin but what's behind it
as you can see is pretty consequence I
do have a question for Harry since what
what is there a place that we can put
these documents for public viewing and
01h 25m 00s
and I know that's going to be long term
I think that I have a well within a week
or so we're going to have a website up
that will be new posit or e4 for
everything if you want to know about
those Mary Rose plate type metal cool
all rolled up a website gilded that will
have everything
any questions come on please clearly
