some problems you don't charge to dinner time I did afternoon everyone and welcome to a work session here and tonight we're going to report two distinct but related efforts targeted at our district middle grade education ferny we're going to give a more detailed update on a new school of animation plan that is aimed at opening in grade six eight mill schools of area television roles by heights by the fall of 2018 second and this is an important difference we will describe two newly developed multiple frameworks which will become our guide as we sequel to achieve contemporary build schools and their education across four public schools you have the full document in your packet and as you can see it's comprehensive both of these efforts are critical for you to believe education and core Public Schools additional background set the stage in 2015-16 Carol Smith asked district administration to do two things one really vision our middle schools to improve what we offer and how we educate students in the low grade and second reorganize and open to sixth eighth middle schools what Mary is telling the other and at another location which we have subtle auditors like hiatus the root purpose behind use directives was to provide equitable access to strong middle school groups good grade education throughout the system at the time Carol or mr. the new middle grades framework of six separate companions to review the communication plan to include process for community input and then questions discussion and just to give kind of like a little background or chemical caveat here what we do now these two men schools under the back as we move forward will be more than spoken online they'll be noticed that we may come adjusting so there will be pieces in here that will look and feel different and what is currently happening in caves and I just want to call that so the two charges it was in order to meet equitable program people so open to middle schools that mineraloid Heights and then and vigilance embryo TBI tomorrow grades a little grade model for students grades 4 through 10 now this stems from inequity and programs between med students and caves there was kind of a broader selection menu of classes and offerings at the comprehensive middle than a cave could be cut off a dual economy of scale that's one of those pieces and bringing these two schools online in addition to going back and tightening up what we did with Asli is an attempt our first attempt to kind of level the playing field from that connected surface already coming in rows way and Russell Heights this is the work that has been done we have done assessments of Harriet Tubman and Leslie - that means as a facilities assessment we walk through them with assess is it capable of housing middle school and it for as much as we can estimate based on the framework and some ideas we have what would need to happen in the future I wish to call out as well that we not only do those two we walk through other schools that were capable of how in the middle school and we did full assessments on that that's those artifacts we have included that we have comprehensive notes and kind of conclusions from there we walked through a saving cane for the Elliott Irving subject tumbled the statistical you know when we assess the liabilities we want to make sure that we have all the bases covered and also at the building site provided the mill gate metal breaks programs that they have we wanted to know what facility needs that you need so it's coming to a full process or a purpose your budget Act documents I have included you to the preliminary four lady just specifically the Tubman and mostly I you have two comments on that budget document one column says what we would need to do immediately and of course associated to bring the schools online a second column are near and Munir future things that we would need to do i limited a37 the third column is what we would need to do for long term viability if we do not do what's in that third column then those schools in long term would not be viable for many schools and again I can produce that importantly that we have done an analysis and prioritization of resources 26 of the parties so just to give you an idea there's 26 departments 26 different timelines resource pools that you need to align to get the work to actually happen the workforce right now has been discussed in this optimization as crude is crucial so when the existing workflow doesn't it inside out that we don't want pain that one of our new school is not coming online because we have misaligned timelines and and resource schedules we have created it we have creation of timelines on in a Gantt chart what you have it is executive you if I would pull it up on on the sheet you would open up each of those tabs and is living things and the needs that would need to get done and then from there you would have artifacts or forms that would need to be filled out it's very comprehensive if I laid it out here would have been about 28 or 31 years see what it does is it immortalized and provides benchmarks and allows us to note parallel go experience and it helps keep everything on track each item on the chart again has deeper detail and and all the associated come higher effects that would need to be explored the budget preliminary and I can't stress that aluminum based of primarily in the estimates that we put together on a CLE so we double them one for one school and double it for there it's doing the double date to cover both schools the facilities as you need that budget is called out on time it is a separate budget document this is we've done this to credit baseline and as we get more refined course I how many teachers are we going to moving to match this program the moving costs would adjust accordingly and then once the actual ft is established

cause modifies accordingly as well then finally and I spoke to it in the beginning developed protocols for implementation to memorialize it so that it is not personally things that you have had a lot of turnover we wanted to put a system in place so that when we do this in the future they'll have a starting point and not meaning that it's perfect but at least it will be comprehensive something they can work from and pretty straightforward work that lies ahead to fund we have to hire I'm finding principles and these planning principles are intended to be the best principal for the schools as well he'll be for governor Missouri Heights also we need higher principle canonically we need to engage the community as we talk about the document in summary document really takes on those have a much deeper has more depth and more complexity once we get it need specific section and we start teasing out what those sections look like and that's where the Canadian people please engage and this would only be a start also we would need the board to approve the treaty pattern is to engage the community we need to know who the community is so public comprise will be comprised of several different feeder communities likewise it was rose way heights we need to identify or screaming on identify prakruti more with others we need to start to each site and so before snapping at the pet what that staff looks like on what body would even know etc we need to do a school community building is clearly crucial because we can expect four or five separate entities to come together and just make it work that needs to be some limit we need to create detailed budgets to include green means of the future school that I said earlier once a few schools come online there's going to be budget costs associated with that and we need to initiate facilities were to bring schools online and that primarily start in the summer 2008 there's a lot of prerequisite steps that happen as are we in this summer and when we're coming up again you know to begin to work for next year so that I work at the prerequisite steps needs to be set in our started right now but just me believe tightened and made actuals and very and we need to adapt in a genuine and not in a rush way engage the communities now the offerings at Pelton wheels bionics these are the pieces that we can ensure answer that work or patients without significant cost to the district so it's nothing it would just simply simply but it would take a realignment of existing resources so basically how we do business we would just kind of look at it differently so some of the offerings language arts social studies math and science which shouldn't surprise you these will all be your own class and where you see the asterisks include high school level course way you would have world language also would have native language once we had done what once we confirm with the peer schools other than that would define with that native language literacy or what that new native language class would be we would have PE and if you note in the documents that we made a recommendation or consideration to line it up to tell you I forget that House bill tabasco that basically outlines what what level previously on her health education arts education the visual and/or performing counseling services an advisory and distilled by the criteria doesn't necessarily mean a daily class it could mean once a week it's left to be defined by that school CTE program options and that would be like makerspace and ideally to have a makerspace experience within that school library technology research and then exploratory two options for each student per year now ESL as a business culture yourself you want yourself so you've authored like not to replace course and you know that it happens over school and ESL students attention to at least one exploratory class special education what we have proposed is putting continuing in placing skills and continue means you have at least restrictive class to a more restrictive class and it's all offered within school and this little background many of the fears have these programs who moving these feeders into this school to

provide a continual International Baccalaureate or IB this will be specific to cotton some of the proposed feeders or feeders that have been made public in the past as an idea as a recommendation had this program we are suggesting that that we continue to me my P program in the managers program dual language dual language again once you identify what the feeders are and you know what the dual language program is why in this hand I believe is only one program and we mainly articulate up other programs excuse me with fears that potentially could see that program and that would feed us but again it's contingent on identifying them to what programs what languages we would create and then this is the this is a new piece and we're proposing to provide interventions and math and literacy for students they need up to two or four tier 3 interventions so that means that kids that are not operating the benchmark remote math and while reading we really suggest providing those interventions we are not defining what those interventions are those could be individual staff members teaching in classes at the various levels or I can use other materials it left undecided in deeper collaboration with that community so we're going to oh it just remains penny two languages that we feed octopus middle school eventually would have to feed up to high school so it's not just as middle school it's an articulation or articulation plan that goes up to that high school degree now the other church envisioning exemplary lives rates probably what I just previously did is talk about the charge of bringing those two little schools online from the beginning some these charges have we've tended to conflate them together but they have been two separate charges but not exclusive of one another they lean into each other heavily so back in 2015 when certain 10% came to us we secularity schools or online but I also want you to rethink where the most school program looks like and not necessarily like teaching like whether to teach social studies or not that's really not the question but how how we are doing things and what sort of things might you find you so what we did is we compiled the research and went probably about it as far back as 30 years and took everything that was out there we and is pretty extensive and we lean heavily into the local expertise at PSU we go through a crosswalk that analyzed its inventory what we were doing here at PBS questioned and validated that alignment and ultimately ultimately synthesized it into a collection practices ideas references according to six categories that surfaced generally in all the peaks of pieces of research that we came across what these documents represented I think is the third or fourth iteration or the color the smithing of it we expensively shot this framework and its underpinnings and we have a reference document feed input sessions and it was the purpose was to refine that dock and prepare for a deeper closer to the practitioner look and also to build and stay in like a stage to community engagement this is considered stage one it was not intended to be exhaustive but foundational and what I have it set up video we have real plans thanks to its incoming committees and would be by each of these types of areas and these committees would use on each area review brainstorm and recommended in frame out what that looks like the next slide speak a little bit more to it and then I'll speak through a specific example so the key steps timing what's great beauty next steps on their great problem we need to create the implementation plan being critical variable areas in training so what that means is each area so what you look at NGSS or if you think it's social studies or if you look at mindfulness I mean these are all pieces on there again doesn't mean you get them all but we come together on them we get cross clicking across district across community representative representation on these committees and they look at what we put down as kind of each section opens with a kind of a foundational paragraph and then some considerations that are bulleted they use that as the foundation and starting point for the discussion and then they frame it out to attack this is what we wanted to look like a concrete example I can give in a elaborated on a little bit for last meeting in select social studies so some of the pieces some of the research and one of them came from the city club said that we need to have civic engagement as a component it doesn't exist in our in our social safety program a technique serious

extent waiting for their assessment also that practices says kids and social studies need to be active they need to practice like they're elected so that group would convene around that they would see that civic engagement because a component they were defined maybe what that looks is an eighth grade caps going within a six hour eighth grade experience or is it something that isn't used collectively they would define them in that committee so these committees convene they define the exemplary practices take taking note of the considerations so the next step so that is to solicit employee community membership for each task again its intended a broad teacher representation administration and parent community and community partners bring some and crack the program components again what this is what this is isn't is a curriculum adoption and that's different this would be taking existing adoption and calling out these pieces and then create evaluation rubrics against those program elements so that once we know that this is what optimal social studies look like this is what optimal and PSS looks like you can go into the little saying all right according to the continuum this is where you're at and that's where you start to build your implementation plan so when this work begins in this capacity there's an opportunity for the board at least canoes convenient and they come up with recommendations and suggestions some of them have costs associated with it like for example the slope with the council we recommend that guess company should continue but also there's a recommendation and research says that you should have staff counselors as eventually recognized Milan in particular at middle school very waiting on time so if you were to do that that would be an additional cost so once that candidate comes together they frame it out and if you piece of that cost will be put before the board and then you might have several options before you which you could prioritize and say you know we can't do them all but we can do these things to start so that would be a piece in the future where the board would get very direct input to be able to prioritize things to add or things not creating engagement plan analyst creative management to our aarondavid they come on board and they've kind of added dimension where we've not had it before so the goal is to ensure say course actions to provide meaningful input and feel the sense of ownership of this and who might be teachers administrators school district staff and students and effective schools and community organizations others to know those communities need to get identified first and then how series of town hall listening sessions with miniscule implementation ingredients will be led by external facilitators will pie that out and although is that actually by all stakeholders should give some some level of ownership and we don't want it to feel bogged down we've already had some some conversation we take some community members it's fine and by no means that they get any exhaust but it's now time to reach out to these people and we would do extensive outreach to these communities specifically community color into representativeness totally marginalized and find the best ways to connect with them pages continue so what we want to do is we want to open up into multiple venues for that for that community engagement of the community and community employment someone who's one piece will be online comments we resume our site that includes a place for comments follow results from the listening sessions analyze reported out to stake or the river that loud and clear what happens when they listen did you do anything with it well we would expect to have those comments an alliance to report back on the kind of publicly awards to the board we also expect the media to have some interest community engagement sessions open to them every effort some needs for by accurate and balanced information and we're to work with communication to ensure that it's an accurate in balance and then for board updates you can have regular updates on the sessions and other pieces like progress for today that we provided and I think you have the latitude of sunny I wanted and what particular items I think when compared to do order or we can do something mostly with higher levels of frequency communication system that community engagement communication the goal is to ensure all stakeholders the capital contribution occupational product never have denials and pieces and again I reference 26 different departments recommend me to constantly be aligned and calibrated with one another you're
