meeting online good evening this meeting of the Board of Education for August 7 2013 is called to order I'd like to extend a warm welcome to everyone present and to our television viewers all items that will be voted on this evening have been posted as required by state law this meeting is being televised live and will be replayed throughout the next two weeks please check the board website for replay times it will also be archived on the board website usually it is stream live down the PPS website but it won't be this evening co-chair Knowles is absent this evening at this time we're going to start with public comment miss fucin do we have anyone signed up for public comment and Tonya March okay well those two folks are coming up I'm going to read the instructions about public comment our responsibility is a board lay and actively listening and reflecting on the thoughts and opinions of others the board won't respond to any comments or questions at this time but we will follow up on various issues that are raised guidelines for public input emphasize respect and consideration when referring to board members staff and other presenters it is we ask that you please refrain from criticizing individual staff members by name during public comment you have a total of three minutes to share your comments please begin by stating your name and spelling your last name for the record during the first two minutes a testimony a green light will appear on that little box in front of you and when you have one minute remaining a yellow light will appear and then when your time is done or red light will appear and at that time we ask that you respectfully wrap up your comments thank you very much for your input and coming to join us this evening um we look forward to your cooperation and you can start any time my name is Tanya March ma rch like the month and I have two children at Metropolitan Learning Center and I have been the vice president of the PTSA for five years I'm going into my sixth year of that position I think it's I love mlc school I just want to start with that too I think it's time to put out the welcome mat to all at mlc school we have a number of barriers to economic inclusion at the school which have increase we concerned me one of them is a transportation barrier we lost the 17 bus route has decreased the access to our school we are not served by the yellow school bus I went to many TriMet meetings attempting to salvage that bus line the current bus system does not allow proper access for our students to the school that becomes a barrier to economic inclusion for students who do not have parents with cars to get them to our school I am seeing that be a problem in our school our application process is also a barrier to economic inclusion I keep hearing about how it is barriers to other types of inclusion I agree with that as well and the transparency in that process we've changed from one untransformed to a second lacking transparent system and I assume the changes to site council will allow me to have some transparency into how that application process is handled number three is the lack of breakfast in our school I have brought this to numerous people I have support from our principal to have breakfast served our breakfast is served at a snack time of 1030am and then our lunch is served at eleven-thirty that creates a fast famine obesity cycle for our underserved children it also is saying don't come to our school we are not going to feed you breakfast when your neighborhood school will it was because we didn't have the numbers of children but it also is making it so we are inviting less of those children I know that I've been heard and I've been told that we are going to have carts possibly serving breakfast I think that is going to be disruptive to the classroom environment I think we need to have breakfast served before school the way we have a safe place for children to gather before the school day especially because we don't have a bus system and kids are result coming on public trans representation with very erratic schedules to meet the interns to our school building I saw sleaze the Sun school that was another budget cut we lost her swimming pool we lost the grass at couch Park couch Park is portland public school property that's dog park we have very little outdoor places our playground has been on the demolition requested now through the Portland Parks arc for two years it is considered safe and I've solely watched that playground be taken apart in certain elements of it removed I admire the parents who came last month to talk about the spirit of alternative education I also admire miss Bakari for calling out our racial inequities but I'm witnessing dropping free and reduced nut school lunch numbers I'm also witnessing a drop in IEP population

numbers I'm also seeing an increase in the fifth year of high school I find these things to all be quite alarming thank you thank you Miss rich our next speakers are Jeff long wheel and Martin win hi my name is jeff lon Jill ello ngue I l my name is Martin wooden frog name is mao TI ends last name h uy + H ok I just wanted to come here to express my support for Vietnamese language immersion program given that the number of families in Portland that speak Vietnamese is so large compared comparatively speaking I think it makes sense to me that that would be a language to seriously look at as to have such a program I think having that program would give the opportunity for the younger members of those families to get a better grasp of their history in their community where they came from and to perhaps communicate better with the older members of that community that do speak that language and it would give the opportunity for people that don't speak that language to learn about our neighbors because it's a very large community and a very strong part of the Portland area so I think that's I really have to say on that but I urge the program thank you thank you and they came view too just follow his idea that's the parent of the three kids grow up from problem and I think with my language this is very health for the kids keep dual language in this community so why are we the parents will be on we are there by size their size so we can help them to be continued the Vietnamese language so if we don't do that right now so until a 10 or 30 year later so that too late for if we you know we cannot support for them so that's mean they will discontinue their oh the language so that's why I'm here thank you both have two speakers jim jeon and lin truong my name is Jim ghia I'm just here to urge you to try and implement a program for Vietnamese language in conversion I think it's so large community here of Vietnamese and I know that at richland there's a immersive program for Japanese and they have a much smaller community here in Portland I think it's important cultural expert Vietnamese that are here to be able to just stay in touch with their own culture is probably there are going to in the future will be economic benefits probably for the community because give Vietnam is it's the emerging economy and there's a little probably some utility and people here being familiar with that culture so that's what I had to say thank you hi mrs. super antenna and all of you my name is Michelle Tran I am 11 years old I am happy to come here today to speak with you to open the Vietnamese English classes for the Vietnamese kids around the Portland area the Vietnamese community of Oregon suggested me to speak with you about my ideas I want to share my with you to be honest first I don't like speaking Vietnamese or learning Vietnamese who wants to learn it anyways but when it comes to do homework there's trouble when I need help with my homework I do not just ask my parents because they don't speak English my parents don't know enough English to help me on my homework and I don't know how that much Vietnamese to explain the problem to them but then I realized that vinton reads is my native language and saw as many other Vietnamese kids too so I need to learn Vietnamese as well as many others

Vietnamese English classes will help me to understand more of the concepts and information taught in school I want my little brothers and sisters to learn the Vietnamese language very well to communicate with the Vietnamese people especially my parents and to my relatives when I graduate from high school I was doing fluently two languages bit emmys and English it will help me have a better future and studying in college and then working when I grow up I wish to go to Vietnam to help heal and communicate with the sick and poor people who needs help when I'm older and not living with their parents I wonder if this is my parents often and of course speak to them and Vietnamese so they understand me in conclusion I would like you to open the Vietnamese English classes for me to learn for my brothers and sisters and for many other venues kids to learn Vietnamese and English together so I can fulfill my jeans and my wishes thank you for listening thank you thank you moving on to our next item of the agenda I'm not sure that all the members for the bond accountability committee are that are going to present our here is that true do we have enough of them to to see mr. March mr. Peterson okay you can why don't you can come on come on up so this this evening we're going to hear a report from the bond accountability committee group of professionals that are charged to support the board and overseeing the bond program that was passed by voters last last year and tonight we have Steve March and Tom Peterson with us and I don't know if Lewis fontan on is going to join us but he might join us a little late my joy old chair school board members for the record my name is Steve March member of the bond accountability committee and with me is Tom Peterson you have their written report before you so I'm not going to read it verbatim I just we'll just hit a few of the highlights as you no the constructions fully underway on the summer projects those appear to be on time on schedule and within the budget parameters so that's good news other the edge specs work is being done we've broken up into sort of two member teams to kind of focus on various parts I've been focusing on the summer work tom how about yeah and I'm on the Franklin and Roosevelt team in fact I just attended design advisory meeting last night at pregnant my first one and then we also have a group focused on fabien project as well so there's kind of was broken up into four teams of two there was a lot of activity going on right now it was hard for us to stay on top of it we only meet quarterly so we kind of decided this is a good way for us to stay plugged in without trying to expect every every one of the bond committee members to be involved in all the goings on but but so far we're off to a good start a meeting last night was very good I thought so also wonder report I in a previous report we talked about the level of financial reporting and that's improved greatly we're seeing where changes are made both positive pluses and minuses added to the schedule removed from the schedule so that's a real good improvement it helps us better understand the projects and the complexities of what's happening in the field so that's that's been very very good I think probably the the one red flag area or night red flag yellow flag area would be around the equity issue we had some very aspirational high targets at minority in women businesses participation that's coming in lower than the projected that then what you were hoping for but that's something that as the entire roll out of all the projects goes on you can hope to keep working on and then so finally I think that mostly the other issue that was presented to us at our last meeting was the sea mgc or construction manager general contractor draft findings the bond accountability committee concurred with those findings I think all of us

who have a familiarity with the sea mgc process finds that to be a more efficient and effective way of doing projects of this type in a rapid and efficient manner so i think it probably the deal details for the board and for the district is to make sure that the contracts that you do sign in and the parameters put forth in your request for proposals or qualifications lay out what your expectations are that's the key and then going forward working closely with whoever wins those bids so with that I think we're open to questions Thank You director a good night and don't mean to put you on the spot but I know you've been part of that design advisor group at Roosevelt do you have any feedback or any thoughts about how that's you don't know if you've been how many times I've met pretty early in the stage we met twice and it was really the same meeting because a lot of people couldn't make it to the first one due to the summer months so it's really just been a preliminary meeting so far we have another one coming up the two groups the Franklin and Roosevelt teams though have been invited to go visit some schools in Seattle which is gonna be really great and I know many of us have done some of those tours already but if any board members can participate in those it's really well worth it yeah and I get to see Tom join us at the Franklin design advisory group and it also is moving along really really well as people starting to envision what this would look like also being part of that that tore up to Seattle but also beginning really waiting for this head specs piece to come up that's it's going to kind of define what core programming looks and what if main facility in PPS would look like before we can kind of begin to put space and time to those pieces so and chair also as the architects are selected and brought on board I think the work will speed up very quickly so I just a question just to remind us in the public about how the inspects work or when that's going to be rolling out now folks could get involved in that and if that's where you are more for staff I think it's been going on concurrent with the design advisory groups I don't know the specifics but i think the schedule has been programmed so that the conclusions that they come to a recommendations they come to will then be incorporated into the design advisory groups and they will kind of carry it forward so so right now i think it's striking in probably a better position to say but my recollection state schedule is it's it's on board coming up to in an upcoming board meeting yeah you're prepared from that on the other screen i should have prefaced but my common question which thanking you for your service we really appreciate it i'm having your expertise and just providing that accountability for us and just to confirm all the these reports and des matières are all up on our website for folks to see um yes yeah okay correct so if the public wants to go and they'll to search under the bond and then they'll see you know both who's on the committee and all that everything in the course the meetings are public as well so just really appreciate that they do public notices of all our meetings and so public her we've had public at some of the music's great that's great thank you so much um first of all thank you I really appreciate this update I was wondering since we aren't meeting our equity goals is there a method we're applying to the next few projects to try and meet that goal well core that's a management decision not the fund accountabilities a decision but I it's it's something that they're tracking closely and I know that let's see the one of the things TT revokes the aspirational goal was eighteen percent the sort of the current level is fourteen percent but when all of the builders contracts are included it's probably going to lower more the larger the affirms the less likely they are to be minority and woman owned from i might add from my own experience I have to manage the construction department for the poor Portland so we have a lot of experience with with small business and when when you're trying to do aspirational goals is tough because you don't have you probably don't have a disparity study and the other things that you need to really set hard goals but i will add that with the CMD see approach you get much better participation because the nature of the contract lends itself and you can sit down and work with your contractor so i would i would agree that on the projects where it's just a competitively hard viet project you're going to have a tougher time trying to

meet those goals but with the CNBC you'll have a tremendous opportunity to really make some real progress there so so that would be my prediction and then over time as the school district gets more experienced and they'll be able to set your own goals and you'll probably see their participation over time thank you another question great well thank you both for being here and really thankful for your choice we know it's ours and ours for some time thank you thank you I'm glad that we could get you in on time and out on time yeah just want to remind folks that they're doing this for free it's a volunteer position next we're going to move on to an update about the arts tax that's been in the news for the past week super intense myth can you introduce this item I will and I'll ask our deputy chief financial officer they would wind and senior policy advisor John Isaac's to come on up and give us an update on our implementation of the good news thank you triple our board members super intern Smith I'm David wine we're particularly happy to come to you tonight with good news on the city of income tax since that's a change in the tenor of our reports to you as you mostly all know i'm sure the tax was passed in november there are four primary uses for the funds under this tax the first of which is to find teachers in schools within the city of portland serving students in grades K through 5 and we get funding at the rate of one teacher for every 500 students in our budget we estimated that that would be about 45 to 46 teachers and four and a half million dollars as we were working on the budget the city indicated some uncertainty about their ability to pass through those funds because of legal challenges there's a there was a lawsuit at the district court level and a lawsuit in tax court we work with the city and the other school districts to put a guarantee in place from them and we scaled back staffing within the budget process to about 3 million dollars which translated in 2.5 of a teacher in each of our schools serving kids in grades K through 5 well the good news is that in both of those court cases the lawsuits have been heard in the level courts though in both cases they found for the city and the city has now told us that they will distribute all of the money collected and due to schools and as effectively they are assuming any risk of overturns on appeal so the contingent sort of backup arrangement that you reinforced as part of the budget process is off the table and we don't need to worry about that at the same time the city is reviewing the structure of the tax and considering a number of different ways of doing this going forward so that's good news for port and public schools and for the other school districts in the city so we will be restoring our original plan for the city arts tax funding and staffing where we were allocating teachers based on that 500 to 1 ratio rounded up or down to the nearest point 5 FTE will be communicating details to schools by the end of this week some schools will actually see an addition some of the largest schools will see an addition of one FTE some will see an addition of point five FTE and some of the smaller schools who would only have gotten point five will see no change we have a couple of details still to be resolved there are small number of cases where we made special accommodations for the hardship caused by the reduction and as soon as we figure that out where we will be communicating the new staffing levels to schools the good news is that even at that reduced point five across the board level we were we were on track to have more arts teachers in those schools in this coming year than we had last year this will add somewhere between 15 and 18 additional teachers in that art tax funding and once we've got all of those staffing decisions made we will be reporting back to you with the specific data for what 1314 looks like and how that compares to 2012-13 we are of course very grateful to the mayor and to his staff and all the City Council for working with us and the other city school districts and as I said we will be getting this information out to schools and having them staff up as soon as we can thank you and you may not be able to thank you very much this is fantastic news obviously do you know you know how they're doing in terms of collection and the second part of that is anything it

is that collection dependent on or r us hiring new teachers depended on we know enough to know that they have collected enough money that they will have enough they have enough money collected to take care of the teacher funding part of the tax okay so rate we're in good shape so teachers first then the other uses excellent wait in line they have enough they've collected if enough money to meet their obligations as far as to disaster that's great priority hi um I recall in the measure that I think that the regional arts and culture committee was going to be able to have to staff people who would essentially serve as coordinators and facilitators of the arts organizations working with schools and do you have any sense of web what the priority is on those two positions compared to how else the money might be used because I know that one of the things that we did in our resolution accepting this as we said we want to have a kind of a k-12 continuum we want to be thinking through that already should you have any sense of that yet I don't I don't think we do the last information I remember us getting from the city about their collections I'm not sure how that translates into the other funding uses and to be perfectly frank with you I can't remember which one of those other ones come in the week we will follow up and find out some more about that now that we've got the information that we do and the news about where we are so we will check up on them wonderful news of course no let me understand the process of this we voted in the budget we didn't I wasn't here but they voted in the budget to do this if we didn't have this and to do that I mean they had all the options set out in the budget vote not exactly so the budget actually includes a forecast of four and a half million dollars of revenue so what we're actually going to get and when we talked about school staffing we said that at that point our plan was to scale down the staffing to the point five FTE we have capacity within the budget and appropriated dollars to staff up to the higher level what we're letting you know now is that based on the fact that we're likely to get all of the revenue now and not less of it we're able to go ahead and staff schools at that originally proposed level rather than at the scaled-back level with that but that was all passed during the budget hearings and the boat and the vote on the budget in other words we laid out those options in the budget itself if this happened this didn't happen and so forth those were all laid out in the budget we talked about what our current plan was but we also had capacity to take it to the higher level so the budget vote gave us the ability to do what we're doing now not just what we were proposing to do at the time I was all laid out in the future boat we left our self the capacity to go back up to this level what we're doing and that was all written up and so forth that was part of the yet part of our country okay thank you very much it's not a question more on the the happy part of hiring the folks do we have any sense from HR in terms of just are there folks out there who are qualified and available and what just what the since this is an unusual situation for us to actually be going out and hiring some arts teachers right so risky as it is for me to speak to HR yeah we had a conversation earlier in the week as we were figuring out what this might look like we had one of the senior staffing people from HR at the table and she was happy at this opportunity for kids in Portland schools and did not at that point expressed reservations about our ability to find teachers so that's going out and we're just gonna yep yeah I know it could be that in some cases we have teachers who are you know point five and have the radius step up it's also true frankly that we know that in some cases we have teachers who under the current arrangement are point five in one school point five in another and those school in those situations they'll be a variety of things to sort of figure out but at this point we have I think cautiously optimistic that we'll be able to find teachers that's fantastic and estare co-director Egan's comment about that since we haven't had an arts teacher on special assignment or overall your guidance for a number of years if there's any way we can give that as part of this so we can start moving toward that that would be fantastic this is obviously great news so thanks so much oh I forgot this question sorry oh when we say arts are we talking apart are we

talking music so in the reader can we have this comes from what are we talking in this context right direct appeal so in this context it's a certified teacher art music dance or drama and just and a decision has been made at individual school residuals as to which which they choose or which combination of things they can't yes can I get on to them which is part of the reason that I asked the question I did about the k-12 continuum because if we at some point want to have really really strong band programs in our high schools we need to have music at the same time I think there's a lot of interest for you know strong dance programs and so the question is how is all that going to be coordinated and if we don't have a teacher on special assignment or someone that's specifically looking at that you know on a cluster basis maybe a high school cluster basis I'm just kind of curious how that's going to work I get that for this first year we may just have the school's decide but it seems like we want to do it more intentional Barroso and I think we're building capacity over time so I know this year as we were anticipating the arts context numbers of the regional administrators and principals and had those conversations within their cluster just looking at where their strengths already was how do they build on it how are they trying to start building feeder patterns and their different strengths and different clusters and we don't have that we didn't add arts ptosis to our district and part of what nor did other districts and that was part of the idea of a shared ptosis across the district's to try and build some of the the feeder patterning capacity over time but I imagined like if in fact we are in budget but build back mode over time this is some of the capacity we would want to build who is the more central support pork and coordination and I know we need to move on but just I mean also because this was also in the context of where the way it worked out in the budget because this was sort of a standalone piece but we also had cuts in the other some school so we had some situations for folks who are getting an art teacher that I happy to lose their librarian for example they've got other electives and have art beater elective so they're still obviously the larger conversation about the reinvestment in building back across the board but this is a huge like beginning and looking at a huge yes um I just want to clarify a couple of quick things I believe that you said that moving forward if for some reason a higher court overturns a lower court's ruling the city has assumed the risk that is what I said and we have confirmed that with the city thank you cuz I yeah well go ahead well any one thing known as exceed your policy advisor so this for this one year and the one thing everyone should continue to pay attention to and track is that the City Council is currently considering a number of options for changing the tax so one of the factors that went into them assuming all of the risk this year is that there's they while they don't have consensus about the change is going to be there's pretty strong consensus that there will be changes and so the legal actions that were that were filed this year won't apply to any future tax because it's going to be different so that's that was the key thing I went into that and that's something we're going to need to track as the council considers you know making it different than I also want to give my colleagues credit that as we began to look at the original MOU and intergovernmental agreement about this we were pretty particular about what it contained and making sure for example to your point director morgan morton part that arts teachers were funded first and then the additional arts folks and i just want to thank you all for being aware that again there was this tension we were trying to move it ahead so we could move forward but still trying to be diligent and making sure that what we thought we were assigning is what we were actually agreeing to and then just one last question is can you can somebody talk i don't know if either you two are but how are we communicating this with i know we're going to be communicating with principles but are we supporting the principles and communicating this to parents and what what to expect and how this is going to roll out you have that once we figured out what the staffing looks like we will be working with principals to prevent how to have that conversation with their larger community thanks anything else okay thank you both very much straight we're going to move on to our business agenda miss usin are there any changes to the business of gin yes yes if you will look at resolution 478 for on page three of the business agenda for the very first item listed in the table the Jefferson High School track where it says contractor to be determined we now know the contractor is Anderson construction and the contract

value is 267,000 167 thank you did everybody get that mm-hmm thank you try hello yes I wonder before we go to the business agenda and get into that I can ask a question regarding chair item on the agenda Oh regarding an item on the agenda this is regarding an item it's not imagine okay can we say that until after the business agenda wonder that after yeah okay so do I have a motion and a second to adopt the business agenda as amended second director Regan moves director Atkins moves to adapt the business agenda miss Houston is there any public comment for the business agenda new is there any more discussion on the business agenda director might have several questions okay I guess attracting them towards the superintendent starting down on the new contracts provide tutoring services and reading a math to delasalle Catholic High School we that is those tutoring services have to do with that is that the tutoring services that were from the ayp stuff so there's something else this is the district's acts as the local education agency that flows federal dollars through to our private programs that are within our area so these are dollars that are allocated for those private schools to provide tutoring services can I that is let's double check that that that contract is in a report it's not part of patience tender part of our action this is a report to the board CAG report so this isn't the time to ask questions about the reports are due time to ask so those will come back on the business agenda those are within the superintendent's authority to do without our approval and so is unit parts regulators reporting this but you can't ask questions on new report not when we're adopting the business agenda can we do it it there towards the end of the meeting you're welcome to start superintendent or have a discussion with their about that but you won't allow us to do it publicly in the meeting um it's again we can talk about things you want to add on to the agenda at the end of the gender should this isn't the place to do it okay any other questions about the business agenda yes once I find it for 784 yeah okay go to the Miller Nash and 475 yeah starting with a miller national when you give them 800 not to exceed eight hundred thousand dollars what percentage of our say like in 1985 what percentage of our legal stuff was in house and what percentage is in house now this seems like a pretty large amount since we have a full-time attorney and and we're actually adding legal services in the district we increased or decreased attentive people tell me we decreased in a tremendous amount so to be clear you you're asking for a comparison rate to the year of 1985 director Buell well i was i was asking that 85 didn't mi mean if we decrease your injuries leave it at that we can do that okay there's a decreased or increased as it our sin house as a percentage out of Saanich our overall budget of our general fund budget as their legal legal budget amount of budget that deals with our legal services I'm not sure you know and that may be but no I understand some question I understand the question whether or not we were ready but we're not prepared to answer that and the comparison to 1985 to see me but we can get you something like I'd like to hell without segregated out if you would going for a division of the division on them so in house versus what's contracted out right that's right I don't know even how that's changed over the last few years I talked to people that says has changed immensely in the direction that we do way less in-house and huge amounts go out to Miller Nash that didn't that we used to do in-house that's what I'd like to know and we are really looking at red though you're in Robert's Rules order so you know the division takes four boats okay so all right that's the first thing so are you making a motion right to divide that out so I can vote no wonder oh so you're taking a motion to remove the Miller Nash contract vote on it separately right to remove it from resolution for 784 and make it its own resolution and

through the superintendent and the budget process having said that again appreciate you raising is we do have community care day coming up which is one opportunity where folks can come and help make sure that the outside the look great and so that's saturday I believe when I was climbing ford focus right boy and I think there's gonna be lots of information coming out about that so I appreciate you raising because we don't want the outside of our buildings having tall weeds like that some hoping folks can come and help us pitch in it's a huge effort but I'm in opposition to the pizza Lucien projector buell yeah I'm regular respect for a director Reagan and what she's done on the school board and her knowledge of things but this wouldn't have to come out in the reserves there is other money around I've been back dr. financial people in our district that said yeah we can find that money so there you go any other discussion okay I have a question which is um in just curious is a new guy and block what what what's the responsibility from it from okay in terms of a job description and in terms of thinking of the principals who are in charge of that building and it seems like hey we ought to going to make sure the grass gets cut one way or the other I'm that shifted down on them or is that just taking away more on a centralized know we have we have centralized grounds maintenance people but they've been significantly reduced when you need to get the context of the decades of budget reductions we've been in really prioritizing teachers in the classroom as being the thing we're trying to protect and we in fact have two grounds maintenance books for the entire district so as we've said and everybody agrees I mean it's really tough looking at the at the shape of some of the grounds however what I will say is we have had a tremendous set of partners and community care day has grown significantly from like like this started probably 12-13 years ago with communities of faith that have grown to like on our community care day we have seven thousand volunteers who come out to get to get the grounds and buildings ready for our kids but numbers of those have grown into ongoing partnerships that go on your router so like some of what does happen is you've got volunteer volunteers who become part of how do we care for and have the grounds on our buildings look welcoming for kids all year round not that we want to be relying on that is the way we get it done we want to be building this capacity back but as with many things we've been rolling we're only on partnerships for numbers of things we used to have large teams of people that we paid to do those things the other part I guess I want to say about that and I think director Buell you've mentioned this is some pez an idea but we do also have a number of intergovernmental agreements with Portland heart foundation to to maintain many of our lawns and facilities and and sports field sports feelings right so yeah there's good yeah tried the chrome oh I mean I just I understand budget cuts and so now work I mean we're in you know how do you deal with this is a symbolic really and but it's important so and if i were a principle of the building i want to make sure that that got done and i would use volunteers got used kids I work with the PTA yep I just want to make sure it got done Oh mr. Treasury bond yeah right and I know we worked hard over the years to focus on the classroom and I know that these are this particular thing as a budget discussion but I'm not going to allow I'm not going to agree with those as default positions I don't think you get to default anything that's anything else that I mean if I can sit down and go through our budget and find tons of things tons of things that we're not prioritizing in the classroom that I think would be better off as a library in elementary school or a librarian in the middle school well after school sports or or any type of music I can find you all sorts of money that I think we prioritize wrong so I'm just saying I don't buy a default though we can't cut the grass because we've in a 466 million dollar budget because we have to go to the reserves to do it or we have to go to or it's not in the classroom I just and it's not a default position all right it's I opinions so we don't need to wrap this up thanks thank them but i just did back get back to the initial point maybe director Reagan that we I'm not gonna agree to making one off budget and staffing decisions in this manner
